Central Courtyard can be drawn within a __BN_ProposedWork or within a __BN_FloorPlan.
__BN_OrganizedOpenSpace polylines when placed within a __BN_ProposedWork must be encompassed by a Central Courtyard polyline.
If a Central Courtyard is drawn inside __BN_ProposedWork, then the corresponding Central Courtyard polylines must also be drawn in every __BN_FloorPlan above ground level in the mapped __BN_BuildingPlan.
